Govt. 'Mediclaim Policy' draws flak as loopholes lead to 'suspicion'

The abrupt decision of state government for mandatory implementation of Mediclaim Insurance Policy, for all state government (Gazetted) employees has been widely criticised by the employees. Questions on dubious objectives of the government behind its implementation that too through a private insurance provider have been raised.
Sources told Early Times that Finance Department had directed all its Administrative Secretaries and Drawing and Disbursing Officers (DDOs) to submit the name of the Gazetted Employees along with full particulars and those of his or her dependent family members on a prescribed format to the ICICI Lombard General Insurance Company Ltd at Jammu as well as Srinagar offices up to January 27, 2014 for processing insurance. "The policy had been decided to be launched on February 10, 2014 vide Government Order No 07-FD of 2014 Dated 09-01-20-14," they said further adding that the direction of government evoked strong resentment against the policy among the Gazetted employees of different departments due to many loopholes in it.
"It is beyond understanding that why government is making it mandatory for each and every official for taking insurance policy when many of them already have such policies policy putting extra burden on the employees," said an employee on the condition of anonymity. He further said that the policy issued by ICICI Lombard General Insurance Company Ltd's is valid for only three years with the payment of Rs 6,000 per annum as premium which means Rs 18,000 in three years and Rs 500 per month.
He further said that first instalment has been deducted from our salary for the month of January.Sources further said that choosing a private company for medical insurance also creates suspicion about the government as there might be some hidden interest of the government.
Why government chose only ICICI Lombard General Insurance Company Ltd's when we have Life Insurance Corp (LIC) which is also a government undertaking company. Even this order of the government has been denied by some sections of government employees and they took recourse to the judiciary.
PSC Lecturers hold meeting in Srinagar

A central body meeting of direct recruited Lecturers was today held in Srinagar under the banner of All J&K +2 PSC Lecturers’ org. The meeting was chaired by the Chief Patron Manzoor Shah in presence of Vice President Jan Muhammad Bhat. During the meet, some core issues pertaining to the mission of the org, came under discussion. Prior to the meet, the participants visited Directorate of School Education and met Chief Accounts Officer DSEK in connection with non-availability of 10% NPS Share in favour of Lecturers appointed after 1.1.2010 (under a/c head 2071) in different districts of valley. The CAO assured the delegation that he will convey the grievance to higher ups in the department for immediate disposal. Among others who attended the meeting included Mir Irshad (Kupwara), Dr Arshad Ahmad Salroo (Anantnag), Khursheed Aalam (Baramulla), Imtiyaz Hassan Khanday (Anantnag), Mohammad Shafi (Budgam) , Mansoor Ahmad Khan (Tangmarg), Irhsad Ahmad Bhat (Baramulla) & Mudasir Kaleem (Pattan). Mr. Faisal Nayeem Parry and Basharat Saleem (Bandipora) could not attend the meet due to some unavoidable circumstances.

Since
the Government Order Numbers 1074-Edu of 2013 (pertaining to Sr.
Lecturer placement) & 26-Edu of 2014, stand impugned/stayed by High
Court of Jammu and Kashmir, all the DDOs should prevent themselves from
Contempt charges while executing the monetary aspect of the above
mentioned order(s). Both the Directors of School Education have already
been provided necessary instructions through proper channel and have
been asked to pass the directions down the hierarchy immediately.

Mediclaim is optional not mandatory: Court. // Earlier, the Finance Department vide its circular No. FD/Mediclaim/08/MR-Ill Dated 09-07-2013 had ‘claimed’ that the insurance cover (with ICICI) is mandatory for all Gazetted govt. servants.

Org received a number of grievances from the Lecturers (falling under NPS) belonging to Pulwama, Budgam, Anantnag, Shopian and Baramulla that their salaries remain withheld for months together due to lack of 10% NPS matching share. President Faisal Nayeem Parry talked to Financial Advisor Education Department (Sh. Ashok Kumar 9419157255) who made it clear that surplus amount has already been disbursed to the respective Directorates and the ‘problem’ lies either at the directorates or district levels. In this regard, the org leadership is likely to visit DSEK very soon for taking up the issue with CAO and Director Schools. The concerned lecturers shall be informed in due course of time and are requested not to bribe the corrupt 3rd class clerks to get the allotment.
